Methodology and Process

Edmonton Neighbourhoods United (ENU) developed its 2025 Candidate Scorecard to help voters understand how municipal candidates’ views and records align with principles of responsible, community-supported city planning. The process was non-partisan, transparent, and consistent across all wards.

Information Sources and Weighting
Each candidate’s overall score (0–3) was calculated by combining three factors, weighted for their reliability and depth of evidence:

  • Candidate Survey – 60%
    Responses to ENU’s detailed questionnaire, which asked candidates to explain their positions on growth management, infill, zoning, public engagement, and affordability.

  • Public Platform Review – 30%
    Statements on candidate websites, social media, and interviews were reviewed and scored using the same rubric applied to survey responses.

  • Voting Record (Incumbents Only) – 10%
    Incumbents were assessed on how their council votes aligned with ENU’s guiding principles. Non-voters on relevant motions were noted as abstentions or absences.

  • For non-incumbent candidates (those without a voting record), the survey component was weighted slightly higher — 70% survey, 30% platform to maintain a consistent total score of 100%.

Scoring Rubric
Each category was scored on a scale of 0–3:

  • 3 = Strong alignment with ENU principles and demonstrated action or commitment

  • 2 = Moderate alignment with partial or conditional support

  • 1 = Low alignment or minimal evidence of support

  • 0 = No response or no public position

Transparency and Consistency
All responses and public data were reviewed by multiple ENU volunteers using the same rubric to ensure consistency. No candidate was rated on personal opinions, affiliations, or issues outside the scope of city planning and growth policy.

Purpose and Limitations
The Scorecard is not an endorsement. It is a comparative tool designed to summarize publicly available information and self-reported survey responses. Data reflects the period August 20 – September 21, 2025.
